    A place plan establishes the vision for the area and path forward, allowing change that is aligned with the current and future needs of the community.

    Movement and Place is a cross-government framework for planning and managing our roads and streets across NSW. The framework delivers on NSW policy and strategy directions to create successful streets and roads by balancing the movement of people and goods with the amenity and quality of places.

    What is the result of a cross-disciplinary Movement and Place Plan?

    The key output will be a cross-disciplinary Movement and Place Plan that: 

    • Integrates and utilises contemporary best practice in planning, urban design and transport 

    • Has the Movement and Place Framework at its core 

    • Recognises and enhances the Place function of Victoria Ave while balancing this role with its Movement function 

    Why is a Place Plan being prepared?

    Action 31 of Willoughby Integrated Transport Strategy (ITS) 2036 defines Council’s intention to complete Movement and Place Plans for all its strategic and local centres, including the Chatswood CBD. Such plans would align with the Movement and Place Framework. 

    However, as a precursor to any CBD-wide Movement and Place Plan, the proposed VAMPP would act as a pilot project to demonstrate how the Movement and Place concept can be applied at a relatively smaller scale i.e. for one street. 

    Will the Place Plan feature a detailed design for Victoria Avenue?

    No, the Place Plan will not include detailed design proposals. It is a high-level strategic document that focuses on setting a vision and guiding principles for the future of Victoria Avenue.

    How can I contribute to the creation of the Victoria Ave Movement and Place Plan (VAMPP)?

    • Council will be holding two pop ups during the community engagement period. 
    • The draft VAMPP will be placed on exhibition for review and comment.
    • Anyone will be able to make a submission on the draft VAMPP. 
    • Submissions are strongly encouraged to be made via Council’s Have Your Say Willoughby engagement platform at https://www.haveyoursaywilloughby.com.au/
    • Although this is preferred, Council will also accept submissions via email or letter at:
