Victoria Avenue Movement and Place Plan

Willoughby City Council is undertaking a Victoria Avenue Movement and Place Plan (VAMPP). The VAMPP is to be a high-level strategic study that identifies challenges and explores opportunities along the Victoria Avenue corridor to improve its role as both a key movement route and a vibrant destination.

The purpose of this study is to confirm and document the vision for Victoria Avenue as a place that prioritises its future users. Future users include people coming to Victoria Avenue as a destination to shop, work and dwell, as well as the people passing through Victoria Avenue efficiently to reach other destinations. Doing so will help ensure that future public and private investment reflects the full mix of users.

The key objectives of the project are to:

  • Recognise and enhance the 'Place' (Destination) function of Victoria Avenue while balancing this role with its 'Movement' function'
  • To develop a Movement and Place Plan for Victoria Avenue
  • Pilot and refine the Movement and Place methodology for future use in other town centres
  • Utilise contemporary best practice urban design and transport planning.

Victoria Avenue is the main 'high street' of the Chatswood Central Business District (CBD). It is a busy street with people accessing the many shops, workplaces, schools, transport and other services located in the area. It is also an important east-west route for traffic. Road safety, traffic congestion and public amenity are key issues given the high volumes of pedestrians and traffic.

The Study Area

The geographical extent for the project focuses on Victoria Avenue from Anderson Street to Penshurst Street, Chatswood. This includes part of the Chatswood CBD, Stanley Avenue shops, Penshurst Street shops and Mashman Park. A map of the study area can be found below.



Community Engagement

Community engagement for the Victoria Avenue Movement and Place Plan is being undertaken as a two stage process.


Targeted Engagement

During March and April 2024, Council sought initial feedback to inform the development of the draft Movement and Place Plan for Victoria Avenue.

The following groups were invited to take part in a walkshop and a workshop:

  • Federation of Willoughby Progress Associations
  • Councillors
  • Chatswood Chamber of Commerce
  • Access & Inclusion Committee
  • Active and Integrated Transport Committee

Nineteen community members from these groups participated in the 90-minute walkshop on 20 March 2024, with Council representatives available to address any technical queries. The group walked from Anderson Street to Crick Street stopping at locations of interest such as parks, new developments and retail destinations to discuss and share their thoughts regarding various aspects of the street.

Following the walkshop, a workshop was held at the Dougherty Centre on 28 March 2024. Participants applied the built environment framework and set measurable goals for each of the ten built outcomes. These goals were then compared to current performance scores to identify key gaps and areas for improvement.

Information from the participants was collected and incorporated into draft Place Plan document.

The draft Victoria Avenue Movement and Place Plan is on exhibition, from Monday 04 November 2024 to Sunday 01 December 2024. We welcome your feedback on the document. Please complete the survey below.

We will be hosting two pop up sessions on the corner of Victoria Avenue and Spring Street, Chatswood on Thursday 07 November 2024 and Thursday 21 November 2024, 11am- 2pm. The pop up sessions will enable interested members of the community to find out more about the project and ask any questions relating to the Victoria Movement and Place Plan.
