With the increase of street parking demand in the Willoughby Local Government area, Council has released a Street Parking Strategy to better manage the demand and supply of on-street parking spaces.

The strategy provides a framework to manage parking equitably and evidence based. Parking restrictions to be introduced or adjusted will be based on criteria including land use type and proximity to major parking generators such as employment centres and transport interchanges.

Resident and visitor access to parking is proposed to be managed through the introduction of time restrictions and resident parking to help manage the limited available street parking capacity in an area. The guiding principles for the proposed street parking restrictions are:

  • provide equitable street parking spaces for residents and their visitors (families, guests, carers, trade people); and
  • support local businesses in the area that generate jobs and contribute to the local economy in the area.

This initiative aims to help us deliver on Community Priority 2.4 To reduce parking and traffic congestion; which forms part of our 10 year Community Strategic Plan, Our Future Willoughby 2028.

    Willoughby City Council is seeking feedback from local residents and businesses by 5pm Friday 10 May 2019 on a proposal to change the existing street parking restrictions in Artarmon west streets (see attached map). The proposal involves the implementation of time limited (½P, 1P, and 4P) and resident parking restrictions. [see streets and map in Supporting Information on this page]

    You can participate in a secured survey below to indicate your overall level of support or opposition to the proposed parking changes or provide more detail on any of the specific Street sections that are most important to you.

    You can also place pin on a map to mark a point of interest, provide comment and/or upload a photo to help explain your point.

    Eligible local residents are exempt from time restricted street parking through Resident Parking Permits made available through Council.

    Proposed new time limited (½P; 1P; & 4P) and resident parking restrictions

    To help Council understand the current parking situation in Artarmon west, surveys of affected streets have been undertaken to determine the current street parking availability and occupancy (see attached map area). As a result of the study, Council is now considering the introduction of time limited ½P, 1P, and 4P parking restrictions and resident parking restrictions. The proposed parking restriction would discourage long term parking by commuters and provide opportunities for short stay parkers such as visitors, carers and trade person. Eligible residents with valid resident parking permits for this area would be able to park in 4P areas for an unlimited time period.

    ½P, 1P, and 4P Street parking restriction changes are proposed in the local streets found in the 'Street Details and Map' document in the Supporting Information section on this page.

    Willoughby City Council sought feedback in September 2017 on a proposal to replace existing un-restricted street parking in a number of Artarmon streets (see attached map) with time limited restricted parking (2P and 4P).

    Local residents are exempt from time restricted street parking through Resident Parking Permits(External link).

    The parking restriction changes are being considered as part of Councils Street Parking Strategy(External link) to better manage the demand and supply of on-street parking spaces and improve parking conditions for local residents.

    Parking study surveys to understand street parking spaces and occupancy have already been conducted in the area.

    Council is now seeking feedback from local residents about the proposed changes and further information about the number of vehicles per household and off street parking option to complete the parking study for the area.

    A summary of the parking study data along with feedback from local residents will help Council to make an informed decision about whether to proceed with the proposed changes.

    Data collected will be used for Council traffic policy analysis and assessment purposes only.

    Willoughby residents are being encouraged to have their say about the proposed introduction of new boat trailer parking restriction across the entire Willoughby Local Government Area (LGA).

    This follows recent amendments to The Impounding Act, 1993 that grants councils new powers regarding boat trailer parking restrictions.

    Community feedback will be received between Wednesday 18 January until 5pm, Friday 17 February 2017 and collated into a public report by March 2017.This will assist Council’s determination in implementation of the provisions of the Impounding Amendment (Unattended Boat Trailers) Act 2015 in early 2017.

    The changes have been developed to:

    • discourage the nuisance caused by the long term parking of unattended registered boat trailers on public roads - often by people who do not live in the local area; and
    • encourage the off-street storage of boat trailers to free up on-street parking spaces for local residents.

    If the new powers are applied, boat trailers must move at least every 28 days, and must move at least one street block. If the boat trailer does not move, Council must provide the registered owner with 15 days’ notice before impounding the trailer and also has the option of establishing a charge for the release of an impounded item.

    Council considered a report in relation to this matter at its meeting on Monday 14 November (agenda and minutes here(External link)) at which time it resolved to commence community consultation. The results of the community consultation will be considered by Council in March 2017. Until then, Council will maintain its current practice of not issuing parking permits for boat trailers.
