Feedback is sought on Councils Draft Sister City and Friendship City Policy.


Willoughby City Council is reviewing its Sister City and Friendship City relationships to ensure they provide meaningful benefits to our community. As part of this review, Council has developed a Draft Sister City and Friendship City Policy, which sets clear selection criteria and guidelines for maintaining and establishing formal civic relationships.

The draft policy aims to focus on stronger community engagement, economic growth, and strategic partnerships while ensuring these relationships align with Council’s Community Strategic Plan.

Key components of the Draft Policy include:

  • Clearer selection and assessment criteria
  • A limit of four active Sister City or Friendship City agreements
  • Regular program evaluation to ensure ongoing value

The draft policy is now open for public exhibition for 28 days, and we invite you to share your feedback. Your input will help shape the future of Willoughby’s international and local civic relationships.
