Planning Proposal for 43 Donnelly Road, Naremburn
UPDATE:
At the Council meeting of 24 June 2024, Council considered submissions received during the public exhibition and resolved to approve the Planning Proposal for 43 Donnelly Road, Naremburn.
The Planning Proposal became WLEP 2012 Map Amendment No. 38 and was notified on 26 July 2024.

Rules relating to what new development can occur are contained within Council’s Local Environmental Plan (LEP) 2012. These include height limits, zones determining what building types are allowed in certain locations, and the areas and items we manage in accordance with their local heritage significance.
In order to make changes to our LEP, we need to undertake what is called a “Planning Proposal”. Please note, a Planning Proposal does not approve demolition or construction directly; a Planning Proposal changes the LEP and future Development Applications for specific works would need to respond to the rules set in the LEP.
This Planning Proposal seeks to amend the Willoughby LEP so as to expand local heritage item No. 160, presently described in Schedule 5 of the Willoughby LEP as ‘St Leonards Church (including original interiors)’ at 43 Donnelly Road, Naremburn.
The closing time and date for submissions is 5pm Thursday 18 April 2024.
Proposed amendments to Willoughby Local Environmental Plan (LEP) 2012
The Planning Proposal would expand the heritage listing of the Existing Item to the property boundaries of the allotments specified below. This will ensure currently presently unlisted portions of the land, such as an extant presbytery, as well as the grounds and buildings formerly associated with a Catholic primary school are included in the heritage listing.

Other details
It is emphasized that this is not a Development Application for specific works, but rather a process to change the rules applying to this site currently contained in Willoughby Local Environmental Plan 2012 to ensure any future Development Application appropriately considers the local heritage significance of the site.
