Chatswood CBD Discussion Paper
Consultation has concluded
Willoughby City Council is releasing a Discussion Paper to explore the mix of land uses in Chatswood CBD.
This follows changes to NSW Government policies that enables build-to-rent residential developments in the CBD commercial core.
The new government policies, along with altered business trends since the Covid-19 pandemic, means Council needs to consider how best to respond to the changing needs of Chatswood CBD.
The Discussion Paper, Land use mix in the Chatswood CBD, is designed to seek stakeholder feedback about development in the CBD in light of this changing economic landscape.
Council must ensure that Chatswood CBD retains its important commercial focus while balancing the potential for more residential and mixed-use developments.
What is in the Discussion Paper?
The Discussion Paper has been prepared to consider development in the CBD in light of changing land economics, including commercial and office space demand and the desire for more well-located housing options in Sydney.
The Discussion Paper explores issues around new proposals for residential and mixed-use developments in the commercial core and how these can be managed.
The Discussion Paper is not a strategy, plan, proposal or draft planning instrument. It:
- provides background information, insights and analysis into the current conditions and imminent challenges facing Chatswood CBD
- aims to inform conversations about the appropriate mix of land uses and infrastructure in the CBD
- invites key stakeholders to provide important information and insights into issues raised.
It recognises that new housing needs to be supported by open spaces, public domain and active transport connections, community services, cafes, restaurants and local retail experiences.
It also recognises that, if carefully managed, more residential and mixed-use development in the commercial core could potentially enhance the urban liveability and economic diversity of Chatswood CBD.
The Discussion Paper may not result in any changes to Council’s current policies and plans, but it will help Council remain in touch with emerging trends and may help inform future decision making.

Community and industry feedback
The Discussion Paper is open for feedback from Wednesday 9 October to Sunday 27 October 2024.
You are encouraged to read the Discussion Paper and submit a response by Sunday 27 October 2024. Please ensure you include your contact details on your submission so that we can clarify any issues if needed. We will also advise you of the outcome of the exhibition process.
Council will also be engaging with business and industry groups and community leaders to gain additional feedback on planning issues affecting Chatswood CBD.
Council is not seeking feedback on specific sites, development applications or planning proposals at this stage. Any such proposals will be subject to separate statutory consultation processes when required.
How to get involved
We are seeking feedback on the appropriate mix of land uses in the Chatswood CBD, including how best to achieve the right balance of employment and housing needs. Take a look at the Discussion Paper to find out more about employment trends and office needs, housing demand and residential needs, and funding options for infrastructure upgrades.
