Comment is sought on the proposal to close an unused and unformed pathway between 3 Abbott Road and 2-4 Jersey Road, Artarmon. Closure of the pathway will enable development of the Council owned site at 3 Abbott Road for affordable housing. Subject Land The pathway is an &#39;unformed strip of land, 1.12m wide&rsquo;, situated between the northern boundary of Lot 375 DP752067 (3 Abbott Road Artarmon) and the southern boundary of SP9774 (2-4 Jersey Road Artarmon) as shown in Figure 1. The land is currently designated as part of the public road network. Draft Local Environmental Plan and Development Control Plan

Willoughby City Council is preparing a Draft Night Time Economy Strategy. The Willoughby Draft Night Time Economic Development Strategy provides the overarching framework, strategic direction and guiding principles for delivering a City that has a prosperous and vibrant night time economyThe Strategy identifies the key night time economic outcomes for the City that will deliver a vibrant night time economy, based around Chatswood being the cultural hub of the North Shore of Sydney. Where people know they&rsquo;ll find new and exciting events and activities that stimulate and bring the community together. Where all sectors of the night time economy work together to provide the reason that people come back again and again.To achieve this, four strategic outcomes have been identified:1. Making the Places2. Promotions and events3. Business and Cultural Development4. DiversificationComments on the Draft Night Time Economy Strategy closed on 13 June.

Draft Night Time Economy Strategy

During the recent heavy rain events on 8 March 2022, there was significant water inundation running through the Sugarloaf Creek Catchment which included Penshurst Street, High Street, Rosewall Street and Lea Avenue in Willoughby.Between 6 and 30 June 2022, the Council asked residents and property owners in the area to provide any information on recent or historic flooding impacts, to help Willoughby City Council undertake a technical flood study.The Council is currently preparing this study which will seek to examine options to reduce the frequency and extent of flooding impacts in this part of the catchment.Once the draft study is prepared, the Council will contact residents and property owners to alert them that the study is on exhibition, so they can comment on it.Any recommendations or outcomes from this study would inform Council&rsquo;s short and long-term works program and occur through Council&#39;s normal capital works program. These outcomes could require the co-operation of a range of land owners, including the NSW Government.

Stormwater drainage study relating to the Sugarloaf Creek catchment between Penshurst and High Sts, Willoughby

Between 11 August 2022 and 9 September 2022, feedback was sought on a proposal to amend planning controls relating to 100 Edinburgh Road Castlecrag (known as the Quadrangle site).The proposal sought to amend the Willoughby Local Environmental Plan (LEP) 2012 to permit a mixed use development at the site, subject to development consent.The proposal supported including an additional permitted land use of &ldquo;residential flat building&rdquo; at the site, along with height and floor space control changes, while maintaining the existing strip zoned public recreation at the rear of the site.The exhibition also included draft amendments to the Willoughby Development Control Plan (WDCP).The Council held a webinar on Thursday 18 August 2022. Proposed planning control changes at 100 Edinburgh Rd, Castlecrag

Council has received a Planning Proposal to amend the Willoughby Local Environmental Plan 2012 (WLEP) for land at 92-96 Victoria Avenue adjoining the North Willoughby local centre. The Planning Proposal is to allow multi dwelling housing on the site including:<ul class="decimal_type"><li>An additional permitted land use of &ldquo;multi dwelling housing&rdquo; on the site.</li><li>Proposed floor space ratio (FSR) of 1:1 for multi dwelling housing on the site.</li><li>Heights increased across the site to 10m maximum for multi dwelling housing on the site. </li><li>Include a WLEP clause stating that development consent may be granted to development for the purposes of multi dwelling housing on the subject land if the lot size is at least 2,500 square metres. </li><li>Amend the WLEP Special Provisions Area (SPA) Map to include the site in Area 9 (Clause 6.8 Affordable Housing) and Area 15 (Clause 6.10 Minimum Lot Sizes).</li></ul>The exhibition also includes draft amendments to Willoughby Development Control Plan (WDCP) Draft Part I.14 relating to the site. Willoughby City Council is creating a Willoughby Road Safety Plan (Willoughby RSP) to address &lsquo;road trauma&rsquo; (deaths and injuries due to road crashes) and foster a culture of road safety within the City of Willoughby.Willoughby RSP will be one of the supporting plans to Council&rsquo;s existing <a href="https://www.willoughby.nsw.gov.au/Development/Plan/Planning-Rules/Planning-Strategies#section-10">Willoughby Integrated Transport Strategy (ITS) 2036</a> - Council&rsquo;s overarching framework for transport planning and initiatives to 2036.Council wants to hear your views on road safety to help create the draft Willoughby RSP document. Willoughby City Council is seeking feedback on detailed concept plans for the Naremburn Local Centre&rsquo;s public domain.These concept plans aim to build on the existing strengths of the centre so it can grow as a thriving, attractive and distinctive place.The design solutions help implement the <a href="https://www.willoughby.nsw.gov.au/Development/Plan/Planning-Rules/Planning-Strategies#section-7">Willoughby Local Centres Strategy 2036</a>, which was released in June 2020 and aims to promote a network of thriving, attractive and distinctive village centres throughout the Council area.The design solutions have also been driven by key themes raised by community members at a workshop and an online survey undertaken in March 2022.To provide feedback on these plans please submit comments, or fill out the survey, at the link below on or before 23 December 2022.Additionally, talk to us at a street stall we&#39;ll be holding at the Quiamong Street Carpark, on Saturday 3 December 2022 between 9:30am and 12pm. Naremburn Local Centre Streetscape Upgrade

Planning Proposal 815 Pacific Hwy & 15 Help St Chatswood (PP 2018/012)

Over the next 18 months, Willoughby City Council will develop a Floodplain Risk Management Study and Plan for the Scotts Creek catchment, which runs from Chatswood in the west through to Castle Cove and Middle Cove in the east.The aim of this work will be to better understand flood behavior to examine methods to reduce the risk and frequency of flooding in the catchment and provide greater information for property owners.As part of this study, Council invites you to complete the questionnaire to the right hand side. Your responses will assist in better understanding historic flood behavior in the catchment and inform the study.Survey responses can be provided until Friday 20 January 2023. Council has engaged specialist flood consultants Lyall and Associates to assist with the development of the study and plan.The Council will engage with the community again following the completion of the draft study and an updated flood model showing expected flooding in a variety of severe storm events.It is expected this work will be presented to the community in the first half of 2023.In addition, a project control group will also be established to help guide and oversee the study. The group will include Council staff, Councillors, NSW Government agencies and local community representatives. The survey asks interested parties to volunteer to be a part of this group. Draft Beverley Blacklock Reserve Action Plan 2023

Between 28 March and 26 April 2023, Willoughby City Council sought feedback on a Council-related Development Application Conflict of Interest Policy &amp; Council-related Development Application Conflict of Interest Procedures&nbsp;document.The <a href="https://www.haveyoursaywilloughby.com.au/84709/widgets/400400/documents/254656">Council-related Development Application Conflict of Interest&nbsp;Policy</a>&nbsp;sets out the principles for the management of relevant Development Applications and the <a href="https://www.haveyoursaywilloughby.com.au/84709/widgets/400400/documents/254700">Council-related Development Application Conflict of Interest Procedure</a>&nbsp;outlines the process required in technical detail.The production of these two documents followed legislative changes introduced by the NSW Government which require the existing Policy be rescinded and a new Policy introduced.The Council&#39;s previous policy (<a href="https://www.willoughby.nsw.gov.au/files/sharedassets/public/ecm/willoughby-council-website/policies/policies/1-assessment_of_development_applications.doc.pdf">Guidelines for Assessment of Council Development Applications</a>) was adopted in June 1997.

Draft Voluntary Planning Agreement for 849-859 Pacific Highway, Chatswood

Willoughby City Council is currently developing a Reconciliation Action Plan (RAP) in collaboration with <a href="https://www.reconciliation.org.au/">Reconciliation Australia</a>, the lead body for Reconciliation in Australia.Reconciliation: Reconciliation is about strengthening the relationships between First Nations People and the wider community, for the benefit of all of us as Australians.Council&rsquo;s RAP will be a strategic document that will provide a framework for inclusion as well as contributing towards local and national reconciliation. The RAP will act as a guide, preparing our organisation for future reconciliation initiatives.During the development of the RAP, we will inform, involve, consult and collaborate with our community through Willoughby City Council website, social media platforms, media releases, flyers and workshops.We will consult with our community through information sessions, surveys and events. We will hold workshops to collaborate with stakeholders and community members including young people. Willoughby City Council is seeking feedback on a draft Plan of Management for 28-32 and 34-40 Devonshire St, Chatswood.The properties at this site are owned by the Council and classified as Land Community (general community use). Locally appropriate increases in heights and FSRs are proposed in the local centres of Artarmon, North Willoughby, Naremburn, Castlecrag, Northbridge, Penshurst St and Willoughby South, to encourage new local jobs and housing diversity close to services and transport.</li></ul><ul style="list-style-type: disc;margin-left:undefined;"><li>Increases to the height and FSR in Chatswood, to create a vibrant and confident CBD to provide capacity for commercial growth in the core of the CBD around the transport interchange. Draft Explosives Reserve & H.C. Press Park Reserve Action Plan

Willoughby City Council undertook community and stakeholder consultation on a proposal to modify the parking restrictions along Keary Street and Oakville Road, in the vicinity of the Willoughby Public School and Willoughby Girls High School during late December 2021 and early January 2022. Community feedback was considered and the parking restrictions plan amended to incorporate submissions, the revised plans were endorsed by the Traffic Committee at its 9 March 2022 meeting and considered by Council at its 6 April 2022 meeting with Council recommending that a second round of consultation was undertaken.Should modifications to the plans supported by the Traffic Committee, or additional measures, be identified as part of this new round of consultation, this will be considered and if appropriate, be forwarded to the Traffic Committee for re-consideration and Council for a final decision. The Traffic Committee Minutes and Council&#39;s Ordinary Meeting Agenda are available in the site&#39;s Document Library.A supplementary period for community submissions was available until Friday 29 April 2022. No changes to the plans supported by the Traffic Committee are being proposed after consideration was given to the community comments. A summary of the community and stakeholder feedback is attached in in the Document Library.&nbsp;The implementation of the parking restrictions as supported by the Traffic&nbsp;Committee&nbsp;will now proceed and are anticipated to be implemented by the end of 2022, subject to work allocation, funding availability and weather conditions.The parking changes are in response to a submission from Willoughby Public School and its Parents and Citizens Association to improve safety for school children and movement of parents and their children on Keary Street and Oakville Road prior to the start, and shortly after the end, of school on school days.Background InformationThe parking restrictions on Keary Street and Oakville Road aim to support the short term set down and pick up by buses and parents in motor cars by during school peak drop off and pick up periods which are 8:30am &ndash; 9:30am and 2:30pm to 4:00pm School Days and longer parking opportunities at other times during weekdays.&bull; Locating &lsquo;quick&rsquo; set down and pick up areas using No Parking restrictions close to the entry points to the school. Parents stay with their vehicle and move off immediately after the child safely leaves the motor car.&bull; Providing short term parking areas to permit parent delivery of a child to the entry using 5 and 10 minutes duration parking. A parent can leave their car parked and safely take a child to and from the school entry and exit&bull; Maintaining bus stops and bus layovers to support safe and convenient bus access and operations in close proximity to the schools. To support bus use by students of the Willoughby Public School and Willoughby Girls High School.&bull; Provision of mobility impaired parking in Keary Street and Oakville RoadThe &nbsp;parking restrictions have been developed in collaboration with Willoughby Public School and its Parents and Citizens Association and in consultation with State Transit Authority and the NSW Police. Parking Restrictions Keary Street and Oakville Road in Willoughby

On 27 June 2022, Council adopted a Bales Park Playground Improvements Plan.This followed two rounds of community consultation. The first round of consultation, in 2021, was used to help develop the draft plan. A second round of consultation was then held in 2022 to seek comments on the draft plan.The plan includes a new slide, trampoline, train, sandpit area, climbing structure, voice tubes, swing set and renewal of existing furniture. The existing circular pathway and fencing have been retained.The draft Master Plan for the whole of Bales Park will be developed at a later date, and the community will be notified when it is available for public exhibition.

Bales Park Draft Playground Improvements Plan 

During 2021 and 2022, Willoughby City Council delivered 12 new raised and marked crossings, known as wombat crossings, across the LGA.During July 2022, the Council completed the final crossing under the School Children Safety Wombat Crossing Program.This crossing, at Rohan Street near Willoughby Road in Naremburn, enables a safer trip for Naremburn pedestrians, including students from nearby Naremburn School.The Rohan St crossing, and another crossing at Hampden Road, Artarmon, creates a new right of way for pedestrians, so motorists now need to give way to pedestrians crossing the road at these locations.A further ten existing zebra pedestrian crossings were upgraded to raised wombat crossings at suburbs including Willoughby, Lane Cove North, Chatswood, Castle Cove and Castlecrag. On 23 May 2022, Willoughby City Council resolved to trial extended weekend hours for football games at Northbridge Oval, alongside a community engagement process.This trial commenced on Saturday, 2 July and finished on Sunday, 28 August 2022 (a period of eight weeks).The trial was designed to better understand the potential benefits and impacts of this additional sporting activity, to contribute a report to be considered at the September meeting of Council.The Council would need to seek feedback on proposed amendments to the Council&rsquo;s Synthetic Sportsground Management Plan (SSMP), and potentially other relevant Council policies, before there are any permanent changes to the usage hours of Northbridge Oval. The SSMP is Council&rsquo;s overarching plan to manage its four synthetic grounds, including their hours of use.During the trial period:<ul><li>The Northern Suburbs Football Association were able to use Northbridge Oval between 8am-9pm on Saturdays, compared to the current hours of 8am-7pm</li><li>Northbridge Football Club were able to use the oval between 8am-7pm on Sundays, compared to the current hours of 9am-6pm</li></ul>All other existing hours of use remained unchanged during the trial period. This included the current rest day arrangement on one Sunday in both July and August.Some important points about the trial are below:<ul><li>Submissions were able to be made until Wednesday, 31 August (no more than one submission per person).</li><li>All people who lodge submissions will be notified when the September Council meeting report is made public and will be able to request to address the Council meeting on this issue.</li><li>All comments may be made available or reproduced in Council reports unless specifically requested by the submitter that this is not to occur.</li><li>If any person would like to meet with the Council officers to discuss the trial, please make your request to Angela Casey, Council&rsquo;s Culture and Leisure Manager at <a data-fr-linked="true" href="mailto:angela.casey@willoughby.nsw.gov.au">angela.casey@willoughby.nsw.gov.au</a></li></ul>OutcomeOn the 19th of September 2022 a report on the trial was made to Council a resolution was made at that meeting to refer the outcomes of the trial for consideration to the review of the Synthetic Sportsground Management Plan 2018 and provide a report on the draft plan to Council in October 2022.

Draft Urban Bushland Plan of Management 2021

Project UpdateThank you to those who participated in the consultation of the Draft Harold Reid Reserve Action Plan 2022-2027 (RAP). Following Council&#39;s November meeting, the RAP was adopted. We thank you for your participation.<hr>Harold Reid Reserve is named after Harold James Reid, local resident and former Willoughby Council Town Clerk.The reserve consists of 42 hectares of bushland with large areas of intact remnant vegetation located on the shores of Sugarloaf Bay in Middle Cove. It contains diverse plant communities home to a wide variety of wildlife species.It is Willoughby&rsquo;s second largest bushland reserve and connects with the largest, North Arm Reserve forming a continuous habitat link to the north and also to the south with the Castlecrag Northern Escarpment.Between 25 August and 22 September 2022 feedback was sought on the draft Harold Reid Reserve Action Plan 2022-2027The Action Plan included the following projects:<ul><li>A continuation of bush regeneration contractor works in the reserve</li><li>A continuation of Council&#39;s Bush Regeneration Team in removing weeds and carrying out track maintenance.</li><li>Conduct post-fire vegetation surveys in the northern area of the reserve that was burnt in 2021.</li></ul>During the five-year period since the current Reserve Action Action Plan was last updated in 2017, the following achievements have been made:<ul><li>A prescribed burn was completed in April 2021 on the northern side of the reserve.</li><li>Three vegetation plots have been established in the burn area to conducted vegetation surveys to measure ecological success of the site. Initial pre and post-fire vegetation surveys have been completed.</li><li>Both the Rembrandt Drives and The Quarterdeck Bushcare Groups have expanded their work areas. The Rembrandt Drive group now work in the reserve adjacent to 42 North Arm Road, 37 and 39 Rembrandt Drive. Draft Harold Reid Reserve Action Plan 2022-2027

Project UpdateThank you to those who participated in the consultation of the Draft Warners Park Reserve Action Plan 2022-27 (RAP). Following Council&#39;s November meeting, the RAP was adopted. We thank you for your participation.<hr>Warners Park is a 3 hectare multi-purpose open space consisting of bushland, recreational areas and the Willoughby Community Garden. Walking tracks through the Park allow visitors to connect with tracks in Castlecrag and Market Garden Park, which links to Flat Rock Gully and Artarmon.Willoughby City Council is now considering community feedback on the draft Warners Park Reserve Action Plan 2022-27.The Action Plan proposes the following projects:<ul><li>A continuation of bush regeneration contractor works in the reserve.</li><li>A continuation Council&#39;s Bushland Support Team to remove weeds and conduct track maintenance.</li><li>A continuation of the Bushcare Group&#39;s works to remove weeds in the reserve, below The Keep Reserve.</li></ul>During the five-year period since the current Reserve Action Action Plan was last updated in 2017, the following achievements have been made:<ul><li>An informal children&rsquo;s bush play area was created in 2019, consisting of small log seats.</li><li>A post marker and handrail where installed at Eastern Valley Way entrance to promote public access into the park.</li><li>Primary bush regeneration works boarding Warners Park and Watergate Reserve was completed in 2019, with secondary works continuing annually.</li><li>Track upgrades from KU Crastlecrag Preschool to Moratai Crescent were completed in 2018, with realignments occurring in 2020. Draft Ferndale Park Reserve Action Plan 2022-2027

<hr>Our plan for a more accessible and inclusive Willoughby<hr>Willoughby City Council has approved the Disability Inclusion Action Plan 2022 - 2026. This is Council&rsquo;s second Plan and represents the next step on the journey to improving the access and inclusion of people with disability over the next four years.Following the 2017-2021 plan, and extensive consultation with people with a disability, their carers, service providers and advocacy groups this new plan was developed. The draft plan was then published and feedback was sought from the wider community up till the 6th of June 2022, and amendments made.The finalised Disability Inclusion Action Plan 2022 - 2026 Plan sets out practical ways we can create a more inclusive City that enables people with disability to fully participate in our diverse community as well as have access to meaningful employment opportunities. We thank everyone who contributed.

Draft Disability Inclusion Action Plan 2022-2026

From 27 October 2022, a new median was to have been placed at the intersection of Edinburgh Road, just west of Linden Way, at Castlecrag. This median had been proposed to stop motorists from crossing into the incorrect side of the road to bypass an existing speed cushion.However, following initial community feedback, this project has been put on hold.

Exhibition is now closed.From 4 July to 1 Aug 2022, comment was sought on a Voluntary Planning Agreement (VPA) relating to a planning proposal seeking to amend development controls at 613-627 Pacific Highway, Chatswood.This followed the exhibition of the <a href="https://www.haveyoursaywilloughby.com.au/pp-613-627-pacific-hwy-2021-004">planning proposal</a> for the site in 2021 which sought to:<ol start="1" type="1"><li>Rezone the Land from B5 Business Development to B4 Mixed Use</li><li>Increase the maximum building height from 20m to 90m</li><li>Increase the maximum Floor Space Ratio (FSR) from 2.5:1 to 6:1</li></ol>The Council had given public notice on a draft VPA relating to this planning proposal in accordance with <a href="https://legislation.nsw.gov.au/view/html/inforce/current/sl-2021-0759#sec.204" target="_blank">Clause 204</a> of the Environmental Planning and Assessment Regulation 2021.The draft VPA proposes to secure a monetary contribution of $3,214,606 for funding public works in the Chatswood CBD area to support the development growth resulting from the increased density at the subject site.The monetary contribution provided by the VPA, if executed, will be applied towards the Community Infrastructure works under the <a href="https://www.willoughby.nsw.gov.au/files/sharedassets/public/ecm/willoughby-council-website/policies/policies/pa_policy_procedures_manual.pdf">Planning Agreement Policy &amp; Procedures Manual</a>, providing valuable public benefits to the Chatswood community.Submissions received are currently being reviewed.

Draft Voluntary Planning Agreement for 9-11 Nelson Street, Chatswood

On 19 September 2022, Willoughby City Council resolved to seek feedback on a proposed new Advisory Committees framework. Ferndale Park Draft Reserve Action Plan

In accordance with Section 418 (3) of the Local Government Act, 1993, Willoughby City Council advises that the Ordinary Council Meeting to be held on 28th November 2022 will include the presentation of the audited Financial Statements and the Auditor&rsquo;s Reports for the financial year ending 30 June 2022.In accordance with Section 420 of the Local Government Act, 1993, written submissions regarding the Council&rsquo;s Audited Financial Statements or the Auditor&rsquo;s Reports were allowed up till 5 December 2022.Copies of the audited Financial Statements and the Auditor&rsquo;s Reports can be viewed in the Documents tab on this page.

Financial Statements 2021-2022

Street footpaths help improve pedestrian accessibility, encourage a healthy lifestyle and reduce road congestion and vehicle-related environmental impacts. For this reason, Willoughby City Council has a Missing Links program in place to prioritise footpath improvements across the LGA.Rembrandt Drive at Middle Cove has been identified as a high priority location for footpath works under the Missing Links program given it provides access to Harold Reid Reserve, is located on a bus route, and has history of correspondence from residents seeking a new footpath.Earlier this year, Willoughby City Council completed construction of a footpath between 59 to 83 Rembrandt Drive Middle Cove.In other parts of Rembrandt Drive, pedestrians need to walk on the grass verge, or where this verge is covered by unauthorised or wild plantings, on the road surface itself. This increases the possibility of trips and accidents, and conflict with motorists, particularly among people with mobility limitations.Between 3-31 August 2022, the Council sought feedback in relation to:<ul type="disc"><li>Whether funding should be allocated from the Missing Links program budget to extend the footpath to between 32B and 57 Rembrandt Drive before 30 June 2023; and</li><li>The detailed design of footpath works along the entire length of Rembrandt Drive.</li></ul>Additionally, on Thursday 11 August 2022 between 9am and 5pm, Council staff door-knocked Rembrandt Drive homes which are adjacent to the proposed footpath, to capture feedback from residents.On at its meeting of 27 February 2023, the Council decided:<ul><li>Willoughby City Council does not proceed with the proposed footpath along Rembrandt Drive until it such time that it can be demonstrated that community support for the project exists</li><li>The savings be diverted to the next prioritised project on the Missing Links Program that has a similar community benefit and safety enhancements and is supported by the local community</li></ul>

In November 2022, the Council commenced the trial closure of the Bellambi Street Square Project, at the corner of Bellambi Street and Sailors Bay Road, Northbridge.This trial closure was fully funded through the NSW Government&rsquo;s Streets as Shared Spaces Round 2 program, which sought to activate local centres and help them quickly recover from the impacts of the COVID-19 health orders.The aim of the trial closure was to also understand the community&rsquo;s views on the long-term proposal for this area which was included in the Council-adopted <a href="https://www.willoughby.nsw.gov.au/Development/Plan/Planning-Rules/Planning-Strategies">Local Centres Strategy</a> and the <a href="https://www.willoughby.nsw.gov.au/Residents/Current-works-and-projects/WCC/Northbridge-local-centre-streetscape-enhancements">Northbridge Public Domain Masterplan</a>.The trial closure is a smaller area than envisaged in the Public Domain Masterplan, as a larger area requires key changes to access to private space which involves further detailed design and planning.Between 6 February and 8 March 2023, we sought community feedback as to whether the Bellambi Street Square road closure should be ongoing.We also held a community drop-in session at the Bellambi Street Square on Saturday, 18 February.At its meeting of 26 April 2023, after considering a staff report and engagement outcomes report, the <a href="https://www.willoughby.nsw.gov.au/Council/Council-meetings/General-Council-Meetings">Council resolved to retain the Bellambi St Square</a>.&nbsp;<a href="https://www.willoughby.nsw.gov.au/Residents/Current-works-and-projects/WCC/Northbridge-local-centre-streetscape-enhancements"></a>

During February and March 2023, a draft Customer Experience Strategy was exhibited for feedback.The strategy outlines a series of actions which will be taken between now and April 2025, under the four following pillars:<ul><li>Listen to the voice of the customer</li><li>Build a customer centric culture</li><li>Optimise processes, information and services and;</li><li>Improve technology and systems.</li></ul><a href="https://www.willoughby.nsw.gov.au/Council/Council-meetings/General-Council-Meetings">At its meeting of 26 April 2023</a>, the Strategy was adopted by the Council, after considering community feedback.The exhibited and final versions of the Strategy are available on this page, along with a consultation outcomes report.

Draft Customer Experience Strategy 

This project has progressed to the next stage with Willoughby City Council <a href="https://www.haveyoursaywilloughby.com.au/edward-st-and-penshurst-st-south-streetscape-improvement-project">commencing community engagement on a proposed streetscape improvement project for Edward St and Penshurst St South, Willoughby</a>.&nbsp; <hr> Willoughby City Council is concerned about a range of traffic issues in Edward St, Willoughby. These issues include:<ul><li>High vehicle speeds, with a traffic study commissioned by the Council in 2020 showing 45 per cent of motorists using Edward St travelled above the posted speed limit of 50km/h;</li><li>Variable road widths and misaligned and poorly-marked intersections, which can cause confusion and conflict between vehicles and pedestrians;</li><li>A lack of facilities to support the safe travel of pedestrians and cyclists; and</li><li>Rat-running along the street from motorists seeking to avoid congestion.</li></ul>These issues are likely to be ongoing, given a major new residential development (Nine by Mirvac) is located at the street&rsquo;s southern end.Council set aside $450,000 in its 2022-23 Operational Plan to fund pedestrian, cycling, and traffic calming improvements at Edward St between Artarmon Road and Penkivil Street.In August-September 2022, Council sought feedback on proposed improvements, some of which involve Edward St&rsquo;s intersections with other streets.More specifically, the proposed improvements included:<ul><li>Four new pedestrian crossing facilities (pedestrian refuge islands &amp; a formal crossing by road narrowing);</li><li>Three raised threshold traffic calming devices, to reduce vehicle speeds;</li><li>New traffic islands to calm traffic and enable pedestrians to cross the road in stages;</li><li>New bicycle logo pavement markings and signage to integrate Edward St with an existing cycling network; and</li><li>Holding lines and traffic lane lines in Edward Street at side street intersections to define traffic lanes, improve motorists&rsquo; line of sight and improve road safety.</li></ul>The proposed works would have resulted in a reduction of approximately 10 available on-street parking spaces.<a href="http://www.haveyoursaywilloughby.com.au"></a>Submissions closed on 5 September, 2022, with a community drop-in session held on 24 August 2022.After being considered at the October 2022 Traffic Committee meeting, the proposal was deferred for further investigation at the November 2022 Council meeting. Edward St, Willoughby proposed pedestrian, cycling and traffic calming works

Since May 2022, the Council has been reviewing its existing Community Engagement Framework, to ensure this framework meets contemporary community needs and desires.Matters considered in the review include:<ul><li>A survey of community members</li><li>The 2021 Census results</li><li>Staff, consultant and Councillor feedback and input</li><li>Lessons learned from recent engagement activities</li></ul>As a result of this work, an updated Community Engagement Framework - including a revised Community Engagement Policy and a new Community Engagement Strategy - were placed on public exhibition.The documents outline how the Council intends to meet its Community Strategic Plan Priority 5.5, which is to &quot;make it easy for citizens to engage and participate in decision making&quot;.Please note that the Council&#39;s review has not extended to its <a href="https://www.willoughby.nsw.gov.au/Council/Policies-and-publications/Publications/Willoughby-Community-Participation-Plan">Community Participation Plan</a>, which defines how the Council engages with the community on statutory planning and development matters, such as planning proposals and development applications. UPDATE REGARDING PLANNING PROPOSAL&nbsp;849, 853 and 859 Pacific Highway, 2 Wilson Street and Lot 1 DP 1189541 Chatswood&nbsp;(PP 2021/007)&nbsp;Following the Planning Proposal and site specific Draft Development Control Plan (DCP) exhibition period, all submissions were considered as part of the assessment of PP 2021/007. A report with attachments was prepared for the Council Meeting of 26 April 2023.Attachment 3 identified the total number of submissions, provided an overview of the main issues raised and the Council officer responses.Attachment 4 listed all submissions received and provided a Council officers response. Following the Council Meeting Agenda being made public in the week prior to the Council Meeting, all who made a submission and provided an email contact were informed that the Planning Proposal and accompanying draft DCP, were to be considered. The Committee plays a key role in advising Council on flood risk management issues, contributing ideas, expertise, and local knowledge to develop plans and studies that address current, future, and ongoing flood risks.Six (6) Community representatives will be appointed and they will be assessed in accordance with the following criteria:1. Ability to form a link between the Committee and the local population in the flood prone area.2. Awareness of the different forms of flooding and flood behaviour ranging from minor to extreme floods.3. Awareness of the principal issues relating to development on flood prone land.4. Ability to provide historical advice on local problems and perceived solutions in Willoughby.5. The draft City of Willoughby Road Safety Plan (RSP) underscores the Council&rsquo;s commitment to ensuring the safety of everyone traveling within the local government area (LGA).As our community grows and evolves, the challenges faced by road users have become more complex. Vulnerable groups such as pedestrians, cyclists, motorcyclists, and older adults remain disproportionately represented in crash data, underscoring the need to prioritise their safety. This is further compounded by emerging trends, including the increasing prevalence of micro-mobility options like e-scooters and e-bikes, as well as the needs of an ageing population.<h4 style='margin-top:0cm;margin-right:0cm;margin-bottom:8.0pt;margin-left:0cm;line-height:115%;font-family:"Aptos",sans-serif;'> What you told us (in previous Community Consultation)</h4>In late 2022, Council engaged a diverse group of stakeholders through multiple channels, including the &ldquo;Have Your Say&rdquo; platform, stakeholder meetings, and direct email outreach to key individuals and organisations. The consultation process was designed to provide comprehensive information and gather valuable input, featuring resources such as a project factsheet, a road safety survey, an overview of the project lifecycle, key milestones, FAQs, and contact details for Council&rsquo;s Road Safety Plan (RSP) team.The feedback collected during this consultation has played a pivotal role in shaping the development of the RSP, ensuring it aligns with community needs and priorities. Furthermore, the RSP forms an integral part of the broader Willoughby Integrated Transport Strategy 2036, ensuring alignment between road safety efforts and other transportation priorities in the LGA.
