Architectural plans will be developed to provide two concept design options, based on your feedback and will consider incorporation of the history of the former Artarmon Bowling Club.

You will then be able to review and provide feedback on the two design options (below) in April 2020. Both options will then be submitted through a design excellence panel process.

Option A – Demolition and new build

A new pavilion that meets the desired functional needs of the community and respects the architectural character and heritage of the Artarmon Conservation Area.

Option B – Partial demolition and adaptive re-use

A pavilion that meets the desired functional needs of the community and utilises parts of the existing structure for adaptive re-use. A preliminary structural assessment for potential adaptive re-use has been commissioned to test feasibility and future detailed design phases will clarify viability.

Background

In February 2016 Council acquired the former Artarmon Bowling Club site. A condition of purchase was that the Bowling Club site remains a community recreation facility. A project has been undertaken by council to create a new Parklands precinct on the grounds of the former Artarmon Bowling Club which incorporates a community garden, open space, outdoor exercise area and children’s playgrounds. On 24 June 2019, Council approved the demolition of the former Artarmon Bowling Club House and construction of a community pavilion on the same site. This consultation phase is to understand the desired functional community needs which will feed into the architect designers brief for the new pavilion.

The primary purpose of the Artarmon Parkland Pavilion is to complement the recently completed Artarmon Parklands and enhance amenity for parkland and recreational users. To this end, Council is taking a place making approach to ensure the pavilion will deliver social value and amenity to the Artarmon community as a place to gather and hold small-scale events.

The proposal is to construct a pavilion of approximately 400sqm on the footprint of the former Artarmon Bowling Clubhouse.


Concepts derived from previous community consultation to date have included:

The pavilion to be open on at least three sides

Design to complement the parkland setting and enhance amenity for users particularly in relation to shade, toilet facilities and picnic facilities

Publicly accessible toilets

Outdoor BBQ facilities

Seating / picnic tables

Consideration of a small meeting room of up to 50m2 that is able to be opened up onto the pavilion’s internal space.


In addition to passive recreation and amenities, the pavilion will host a range of public uses including but not limited to:

BBQs and picnics

Outdoor exercise classes

Children’s birthday parties

Concerts

Markets

Festival events

Workshops / Community Education

Public meetings

An undercover retreat from the sun and rain.
